The Panchayati Raj Institution was formalized by a constitutional amendment in 1992. Prior to this, the institution existed in a few states in India. Panchayati Raj is a system of local self-government in India. It has three tiers,—Gram Panchayat (village level), Panchayat Samiti (block level), and Zila Parishad (district level).

The panchayats are elected bodies at the village level, with each panchayat having an elected president (pramukh). The panchayats are responsible for a variety of functions, including the maintenance of village infrastructure, the provision of social services, and the management of natural resources.

The system was first introduced in Rajasthan and has since been adopted by other states. It is seen as an important tool for empowering rural communities and promoting grassroots democracy.
