The Panchayati Raj system is a three-tier system of governance in India. The system was first introduced by the Constitution (73rd Amendment) Act, 1992. The Panchayati Raj system is composed of the Gram Panchayat (village level), the Mandal Parishad (block level), and the Zila Parishad (district level).

The Gram Panchayat is the lowest tier of the Panchayati Raj system. It is composed of a group of elected representatives, known as the Panch. The Panchayat is responsible for the development of the village and for the provision of basic services to the villagers.

The Mandal Parishad is the intermediate tier of the Panchayati Raj system. It is composed of a group of elected representatives, known as the Mandal Praja Parishad. The Mandal Parishad is responsible for the development of the block and for the provision of basic services to the villagers.

The Zila Parishad is the highest tier of the Panchayati Raj system. It is composed of a group of elected representatives, known as the Zila Praja Parishad. The Zila Parishad is responsible for the development of the district and for the provision of basic services to the villagers.
